SplitButton in toolbar does not open properly on mobile devices

In a touch-environment a tap / click on the down arrow does not properly open the menu. "not properly", because You actually can open the menu, when hitting the tiny space between the wrapper and the down button. It seems as if the event is not being propagated properly.

Works fine in normal desktop browser.

Reproduction of the problem

open the basic page below on an iphone or on a pc use firefox and select "hamburger menu" -> More options -> test screen sizes then select a mobile device like an iphone and make sure to activate the touch simulation. Reload the document and try to open the drop down menu. switching between touch simulation or not an reloading the page makes it work properly or not.
