Throttle Splitter resizing to window or pane resize end

Currently Splitter resizes multiple times on window or pane resizing. This may slow down performance, when there is heavy layout inside the Splitter. Performance may be improved by triggering Splitter resizing only at the end of window or pane resizing. Sample approach in ticket ID 1579755
