DateTimePicker can't scroll the timeview on a touch screen

Bug Report

The timeview part of the widget cannot be scrolled. This is a regression in v2022.2.510 as it has previously worked as expected. There's a screen recording of the described problem in the ticket.

Current behavior

The timeview of the datetimepicker and regular timepicker isn't scrollable.

Expected behavior

The timeview must be scrollable.

  1. Open the Dojo example on a mobile device or by using Chrome's DevTools touchscreen option.
  2. Open the time selection view.
  3. Try to scroll down the list of hours.
