Bottom and right border cannot be applied to the last row/column

Bug report

Bottom and right border cannot be applied to the last row/column. The issue also affects the exported xlsx files, which do to display those borders either.

Reproduction of the problem

  1. Load the dojo - https://dojo.telerik.com/@Dimitar-Goshev/iXIyapeB

Current behavior

Styles for bottom and right border are not displayed for the last row/column image

Expected/desired behavior

All cells to have applied border.
