Improve positioning of the Chart tooltip

Improve the tooltip of the Chart series, so it will stay in the area without. Currently if the tooltip is right-most and long enough it results in scrolling in the page and shows further to right outside the Chart.

The position of the ToolTip is not consistent based on the position where you start hovering:
