[Bug][Chart] Zooming in at the beginning of the chart, it makes it impossible to zoom out

Description

When zooming in at the beginning of the Chart, it makes it impossible to zoom out. This behaviour occurs in a line Chart when ChartCategoryAxisItem has justified set to true.

Steps To Reproduce

  1. Open the following example: https://stackblitz.com/edit/react-2nhut4ch-6yhnjwbt?file=app%2Fapp.tsx
  2. Zoom in on the leftmost section
  3. Try zooming out

Actual Behavior

When you zoom to the leftmost section of the Chart, you can not zoom out

Expected Behavior

The chart zooming should work.
