User Impact: Keyboard dependent users will find it difficult to navigate if on pressing enter to activate a control some other functionality is happening.
Observation: Issue is not observed on using Keyboard + screen reader.
Repro steps:
- Open the URL: react-ppnjt7ej.stackblitz.io in latest edge browser.
- Navigate to 'Run this project' control using tab key in the displayed page and invoke it using enter key.
- Press tab key to move to 'Example link' control and activate it using enter key.
- Verify whether on pressing enter key to activate 'links' present in countries panel, panel is getting closed or not.
Actual result: On pressing enter key to activate 'links' present in countries panel, panel is getting closed in Windows.

Expected result: On pressing enter key to activate 'links' present in countries panel, panel shouldn't get closed instead link should be activated, and it should direct to the link page.
