Setting the expanded prop of PanelBarItem is not applied if the item is not visible initially.

          <PanelBarItem title={'New Business Plan'} />
          <PanelBarItem title={'Sales Forecasts'} expanded={true} disabled={true}>

After expanding Projects the Sales Forecasts item will not be expanded:
