[TimePicker] Changing system timezone and then toggling TimePicker visibility via ngIf throws a min/max error

To Reproduce

1. Open this demo
2. Click the checkbox in order to show the TimePicker
3. While keeping the example running, open the clock settings of your computer's operating system and change the timezone to something far away from your current time zone
4. Switch back to the browser window and keep toggling the checkbox to show/hide the TimePicker
5. See the console - there is a min/max error. Somewhere along the way, the min and max values of the component seem to be getting updated to some incompatible values.

Expected behavior No error should occur.
