[DatePicker] Wrong displayed value

Describe the bug The component displays a wrong value for some locales.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://stackblitz.com/edit/angular-gpaxpg?file=src%2Fapp%2Fapp.module.ts,src%2Fapp%2Fapp.component.ts
  2. The displayed value is as the month is June while the passed value is null. Also, the input's placeholder is not displayed.
