Add a Volume Control slider to Voice Messages

Steps to reproduce

  1. Send or receive a voice message.
  2. Play it.

Expected behaviour

User should be able to adjust volume while playing.

Actual behaviour

There is no volume control.

Configuration

Operating system: Windows 7

Version of Telegram Desktop: 1.1.10

Used theme: N/A

Here is an example of a voice clip from the Telegram Web client with the volume slider highlighted. We need to add this to tdesktop. If the user changes volume, make that volume level the default for future voice messages.

Reopen please. Audio files have volume slider in TDesktop, voice messages should too.

I've seen the github-actions bot has been aggressively locking issues recently, so I'm just bumping this to make sure it stays open. I sympathize with the team if they're having trouble reading through all the incoming tickets and I hope they get more contributors to help out, but continued use of Ghost bot, Stale bot etc. is just going to annoy users.

A great question. The core Telegram team keep making new animated stickers and other superfluous features most people don't need, while tdesktop seems to get ignored for basic QoL stuff.

I was shocked when I realized that Telegram Desktop didn't have a volume control feature for voice and video messages (video circles). When watching a video message, your speakers chug at maximum volume. This is very annoying. Developers, where are you?
