Windows 11 24H2: clicking on notification will not open un-minimized telegram with system notifications enabled

Steps to reproduce

Note: I am using system notifications option.

  1. Install Windows 11 24h2
  2. Install latest telegram
  3. Login to telegram
  4. Enable system notifications option
  5. Minimize telegram
  6. Receive notification
  7. Click on notification
  8. Telegram app will not be opened and un-minimized

Expected behaviour

Clicking on notification should open and un-minimize telegram (like it did in 23H2)

Actual behaviour

Telegram opens chat/group/etc from notification but stays minimized

Hi, I am also facing this issue since upgrading to Windows 11. Unigram, Discord, and any other notification opens their respective apps when clicked, but Telegram does not.

I have tried installing it from the official website since the Microsoft one allegedly has quirks, I've tried running it in compatibility mode, administrator, none of it has been working.

I would use Telegram's own native notification system (especially since it follows theme within the app), however the notifications do not go away if there is no human input for a set amount of time, which can amount to annoying visual clutter.
