Custom contact profile photo never loads

Steps to reproduce

1. Edit contact (in any official client, Windows and Android tested)
2. Set custom profile photo
3. Save
4. In Windows client, open the chat with the contact

Expected behaviour

Photo should appear for the contact wherever the Windows client (or any other app) shows the contact's profile photo.

Actual behaviour

The Windows client never fully loads the contact photo. A blurry silhouette appears instead.
