Messages containing link can't be sent when using MTPROTO proxy

Steps to reproduce

Duplicate to #9949, #16687 and probably some other issues as well... When using mtproto proxy, messages with links will not get sent, But stay on pending. You have to send a new message or wait a few minutes for it to get sent. At first, I thought this is a connection issue, but here's the point:even if you delete the "pending" message, after a few minutes the message still gets sent. The message was deleted though. So this is not an expected behavior. This issue was a hit or miss, but it is starting to act like this for every single message now.

1.use a MTPROTO proxy 2.send a message containing links to a group 3.message is not sent and stays on pending. Even if you delete the said message, it will be sent after a few minutes.

Expected behaviour

1.messages containing a link should be sent like normal messages. 2.pending message should not be sent after being deleted.

Actual behaviour

1.messages containg a link are stuck as pending for a few minutes before being sent. 2.deleted pending messages are still being sent.

Operating system

Windows 10 / Ubuntu 20.04

Version of Telegram Desktop

2.4 up until 3.4.3
