Consider moving all the Binding code to an external library

Most of the code for the transport protocol binding is replicated between the Ultralight and JSON bindings. Maybe this code can be moved to an external library for Southbound transport protocols, much as the Northbound protocols were moved to an external library with the IoTA library.
