[STH] with a lot of notifications stop receiving requests

We launch a performance test during 4h with: 10 databases and 40 threads by database = 400 notifications at the same time only one collection in each database, usin per-service-path model

we have saw that the throughput gradually descend to the point that sth, stops receiving the notifications
