Hugo version should be 0.107.0 but it is not specified in the DEVELOPMENT.md

Expected Behavior

The latest version of Hugo extended works properly or the Hugo extended version is specified.

Actual Behavior

The latest version of Hugo extended does not work, version 0.107.0 of Hugo extended is needed to render the site properly.

Steps to Reproduce the Problem

1. Clone the repository.
2. Download the latest version of Hugo extended.
3. Follow the DEVELOPMENT.md, it will fail with incompatibilities about Google templates .

Additional Info

Google Templates were removed on [0.111.0[(https://github.com/gohugoio/hugo/releases/tag/v0.111.0).
