Automate TEP OWNERS file updates
The TEP OWNERS file contains the OWNERS of most of the tektoncd projects (except experimental).
This means currently:
- tektoncd/pipeline
- tektoncd/chains
- tektoncd/catalog
- tektoncd/cli
- tektoncd/dashboard
- tektoncd/hub
- tektoncd/plumbing
- tektoncd/triggers
- tektoncd/operator
This is currently done manually. We should have a way to automate the update of this file. If any updates are done on upstream repo, we should create a PR updating the OWNERS of the tep folder (similar to #577).

Issues go stale after 90d of inactivity.
