Move azure nightly build cronjobs to Azure

Changes

The releases-azure-tekton secret to deploy to Azure has not been setup on the dogfooding cluster yet, so the following resources have been manually deployed to the Azure releases cluster for now:

• everything under tekton/resources
• secrets required for nightly builds to work
• cronjobs in the new releases_azure folder from this PR

Once the secret is created and this PR is merged, the resources on Azure will also be updated from git.
