feature-flags configuration per namespace
Changes
Enable the controller's feature flags configuration per namespace via a new feature-flags
configmap in each of the candidate namespaces which are included in a new environment variable.
If community is ok with this approach, I will add the test later.

I'm waiting for a tektoncd member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test
on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
Once the patch is verified, the new status will be reflected by the ok-to-test
label.

We need to add a proposal to TEP-0085, and get it approved as implementable
, before adding the feature. The TEP workflow is further described in TEP-0001. Are you interested in adding a proposal to the TEP? I'll be happy to answer any questions and collaborate on it (cc @sbwsg as a co-author on the TEP).
