Add support to enable / disable resolvers

Feature request

Now that resolvers are part of tektoncd/pipeline, the operator should allow the use to enable or disable thoses. See https://github.com/tektoncd/pipeline/blob/main/config/resolvers/config-feature-flags.yaml.
