This issue is used to document the result of the TOC vote, once Tekton applies for graduation.

Vote is taking place both in the graduation proposal PR as well as on the mailing list.

Steps:

[x] Finalize the proposal
[x] Present the proposal to the CDF TOC
[x] Confirm the scope for the proposal: https://github.com/cdfoundation/toc/issues/157
[x] Start public vote (Oct 11), deadline Oct 17 23:59 UTC: https://lists.cd.foundation/g/cdf-toc/message/850
[x] Conclude the public vote (Oct 18)
