Report metrics for tasks and pipelines in the catalog

It would be good to capture metrics to understand the usage of Tasks and Pipelines in the catalog. The aggregated metrics should be available to everyone.

It would be great, but it will be difficult to achieve a fear. Once we have a solution for https://github.com/tektoncd/catalog/issues/45, if we have some kind of registry to Tasks and Pipelines we could track downloads. Otherwise we could just ask users to volunteer this information.
