Release binaries for latest 2.12

Hi!

Splain 0.5.8 is released up to Scala 2.12.15 but more releases of Scala 2.12 (2.12.16 and 2.12.17) are out.

Could you please release the binaries for the other Scala 2.12 revisions?

Sorry for the late reply, @tek can we publish it under 0.5.9? The old sbt (1.3.8) is very old and may soon be out of support, I'll need to upgrade it and submit a new release branch.

I don't have a lot of experience publishing in sbt, so I have to ask you to do it:
