How to resolve unbalanced bracket

If user has assigned teams in unbalanced fashion, how should the library behave or warn about it? In the following picture, teams 2, 3 and 5 could not resolve who's best among themselves.

I think for now it's the case of "wont fix" and up to library user to enforce correct population if deemed necessary.
