Move to Public Ranch bare metal instances for plans needing VMs

Openstack availability is getting worse in Testing Farm, and there is no good sign it would become better soon. Let's try to move to public ranch bare-metal instances which should become better available in the next TF release. This should help improve CI experience for tmt
