tmt Limit the maximum log size in reportportal plugin

When the logfile submitted to ReportPortal from the reportportal report plugin is too big it make it very hard to process the defect (it gets laggy and log is kinda unusable). We should limit the maximum size of submitted log to some reasonable value.

could we add a linked issue to reportportal about the UI performance issues? It's rather absurd that a log that by default isn't even shown makes the page load take quite literally a minute...
