I'm pretty sure the file is used, the keybindings just don't work for the open file dialog for some reason. For instance, try to open the Find dialog in Geany...

I can reproduce this problem but it doesn't seem to be Geany-specific. I tried disabling the complete processing of keybindings in the code and it didn't help. Then I tried...

Regardless of the other discussion, I think this PR can be merged as it is and the rest can be done later.
