Sorry for the very late reply. This is a thin wrapper around the [snowball](https://snowballstem.org/) C library. I don't think the have Vietnamese. Once they do I'll gladly update.

Yup, thanks for this addition to arrow! @yonidavidson and I are discussing this. We plan to write a proof-of-concept soon.
