Add Binoculars to the Dynamo Package Manager

In the first instance we need to test whether the extension can be installed and configured directly from the Dynamo Package manager.

If that doesn't seem realistic then we need to find an alternative - easy to use - install wizard that allows an organisations IT or BIM team to configure the extension and install it on users' machines.

Now that the settings methods are merged into master https://github.com/teamtreedyn/Binoculars/pull/32 and we have an alpha release that doesn't require building in Visual Studio we can be confident that Binoculars can be distributed via the Dynamo Package Manager.

Priority now is to test the alpha release until we're confident it's ready for beta.
