Support for CSS Dependency in a JS file (or visa versa)

With some JS packages requiring CSS files (e.g. jQuery UI), it would be great if in the JS file you could specify a dependency of the CSS file. I have attempted to do this in a couple different ways and it doesn't include the dependency.
