http://www.andyjarrett.co.uk/RailoExtensionProvider/ExtensionProvider.cfc doesn't seem to be responding. Is there an alternative way to install the plugin?

You can download the latest from https://github.com/downloads/andyj/RailoExtensionProvider/cfspreadsheetInstaller_v32.zip and install it locally.
