Implement revised payment and payment_provider tags as per https://github.com/teambtcmap/btcmap-api/issues/48 and https://github.com/teambtcmap/btcmap-api/issues/49.

OK, great. Please use that new tag with immediate effect.

We will bulk change the existing ones and then remove the hard-coding.
