E steps calibration issue

Im sorry if this has been posted but I couldnt figure out the search bar. I go to calibate my e steps and the calculator get me closer and closer but it dosent get me to exactly 100mm. I started out extruding 65mm through the hotend so input everything change e steps and retry and now I extrude 75mm and so on and so on. my e steps went from 130 all the way to 350 and Im still not extruding 100mm like 95mm. If I take the filament out of the hotend and calibrate my e steps are about 180. So what is happening here
