row doesn't behave as a regular link

Since the row is using

<div class="panel dataset panel-default clickable-row" data-href="http://datatank.stad.gent/4/infrastructuur/digitaaltalentpunten">
</div>

instead of a href, it causes to reload on every click, and as such, also "opening in a new tab" also makes the current tab go to that location.
