Improve release process

Latest version of Hangups published on PyPI is 0.2.6 which is from February and very outdated now. There has been many important changes since then which my projects like HangupsBot and QHangups depends on. Simple installation using pip is impossible because of this. Please if it is possible, release early, release often in the future ;-)

Released 0.2.7. Thanks for the reminder :smile:.

I want to get things in a state where I can push a tag at any time and have a release made automatically.

Thanks ;-) Btw. that Git integration would be really great! I would definitely use it with my projects too ;-) Is this Git integration part of setuptools or some extension? This thing can push me to finally switch to setuptools from distutils (didn't have a reason for switch yet).

Not git integration exactly, I've been considering Travis CI's PyPI deployment support along with something like bumpversion.
