I have a Hetzner VPS with 4GB RAM and a 2-core CPU. My local download/upload speed is 30 Mbps. Is it normal that the upload speed is slow, or is there a problem with my server or a misconfiguration in my script that's causing the slow upload?

Is it possible to achieve higher speeds than this, or is there a limitation on Telegram's side?

None of this is related to upload speed. Your upload speed should be limited mostly by the server you use. You can measure it with a cli tool designed for this, but make sure to measure upload speed to a localtion as close as possible to the Telegram datacenter to which your bot connects.

Just to confirm — based on what you said and the speed tests I ran (764 Mbps upload from Hetzner), is it correct to say that Telegram does not impose any upload speed limits on bots or users, and that all performance depends solely on network quality and routing to Telegram servers?

I just want to make sure I'm not hitting any Telegram-side limitations when uploading large files.

The upload speed limits are much bigger than 30 Mbps, hence in your case the performance depends on network quality.
