Delete stuck lock files during startup

As discussed in https://github.com/openhab/openhab/issues/3487, sometimes interface lock files get stuck in /var/lock. As the container definitely is not running software during boot, it should be safe to assume all existing lock files are superfluous and can be deleted.

I'll add clean up of /var/lock on boot over in the next couple days. Stay tuned.
