Lookahead now has per-frame importance metrics, used for temporal RDO. We can use the same information in order to change pyramid depth or pyramid width (inserting additional same-level frames).

Support max_width/max_height options.

Let's figure out a procedure for time-based (minor) releases. For now, at minimum I suggest each time based release should have a run made on AWCY to compare it against...
