Move to tc39 repo?

This proposal is already stage 1, isn't it?

Yes, and at the time it reached stage 1, it wasn't common to move to the tc39 repo until stage 2. I'll move to @tc39-transfer.

Done. If it doesn't get taken care of in the next few days, I'll get in contact with the chair group to do the final move.
