Update copyright in 2024 and 2025 editions of html spec

Now that the corrigenda have been voted on and approved at the 111th meeting of TC39, the 2024 and 2025 editions of ECMA-262 must be updated with the approved copyright. The Ecma "alternative" copyright statement can be found at https://ecma-international.org/policies/by-ipr/ecma-text-copyright-policy/#alternative-copyright-notice.

2024? Usually we don't update "N - 1" years once "N" year is out. (we certainly can update both, i'm just confirming)

@ljharb We had agreement from the committee at the last plenary to make this change.

Fair enough; I don't recall that being made sufficiently clear - meaning, i don't know how many people actually understood that's what was being agreed to - but it's fine to move forward.

Here's the notes from that portion of the meeting:

RPR: All right, well, would you like to display—you have a slide with all four items.

AKI: There we go. Here is what we’re voting on.

RPR: Okay. So the first call here is do we have any objections to approving all four items on this slide? Okay, we have explicit support from Chris. No objections, so I will say that this is approved.

AKI: Great. Vote complete. I really wish I had a sound board and one of those “that was easy” buttons.

RPR: Yeah, thank you, Aki.

And the conclusion we recorded says:

Committee voted unanimously to accept all four corrigenda on 2024 and 2025 copyright notices.
