Make "copy items from previous service" more available

Currently, if a run sheet is completely blank, there's a link to copy items from a previous service. It would be good to make that available in non-blank run sheets too. Use case: We often have some songs chosen ahead of time, and later we add our "normal" items like bible readings and prayers. Being able to copy those from the previous week would save time.
