Enhance "notes requiring action" column in person reports

In person reports you can include a column showing notes requiring action. It's useful for absentee reports, to see who you've already noted for follow up.

This would be better if:

  • it included family notes as well as person notes
  • it indicated who the note is assigned to (eg initials in square brackets)

Also nice if it could be a link direct to the exact note. BUT full-on underline would be very visually heavy. Maybe just underline on hover?
