Empty family notes problem

I moved the last member out of family X into a different family. Jethro added a note to family X "archived by system". Bug 1: This note shows up in my "action required" list on my home page. It shouldn't require action. Bug 2: When I click on it from my home page, it doesn't actually show up in the notes tab of the view-family page Bug 3: The notes tab of the view-family page for family X has a link "add new person note". This is no good because there are no persons in the family.
