Add Options Support

Many issues have come up from options not being supported, despite my gripes about servers ignoring that it is clearly not in the Allow header, we will be adding Options to 2.0.

This is now added to 2.0-dev. I would appreciate it if people could test out this feature and comment here if it is not working. My setup does not generate any OPTIONS requests to test it.
