Use of package manager for Angular dependencies

Hi! I'd like to know if the project is already using a package manager for the JS libraries? I was looking at the project structure and looking for ways to add JS libraries without (possibly) breaking the dependencies.

If no package manager yet I can work on a PR for it.

You are right: no package manager configuration exists for JS libraries.
