Smooth scrolling should be disableable

Describe the solution you'd like Smooth scrolling in the web view should be disableable (like in browsers).

Would you assign yourself to implement this feature?

@wusyong I'm on Windows, btw. And I'd like to be able to disable smooth scrolling for my app (for all platforms, but especially Windows). This patch only affects linux. Can you please reopen this issue? :)

Unfortunately I strongly agree. If it is simply this property then we could create a MR for the remaining platforms. For fullscreen apps this kinetic scrolling doesn't make sense. :(

I’ll re-open to see if we could make a configurable option for all platforms.
