[bug] Windows环境中 多个窗口 主窗口关闭会导致未响应

主窗口关闭 （右上角的X）长时间不使用再次唤起。或者点击其他的窗口就会出现未响应的情况。 感觉和这个bug有点类似https://github.com/tauri-apps/tauri/issues/14088 根据用户反馈只要主窗口是开启状态的就不会出现这个问题。

first of all, please include the output of the tauri info command as required by the issue template.

Then, could you perhaps try to make a screen recording of the issue? I don't think i really get it.
