docs: add initial rspack/rsbuild getting started guide

i may use this as the start to add the frontend's getting started guides to our guides orrr at least link to their getting started guides.

aside from rsbuild and vite, what do you suggest? webpack?

i meant adding this https://rsbuild.rs/guide/start/quick-start#create-an-rsbuild-application or a reference to it. i feel like webpack is too irrelevant nowadays to add it (at least nobody ever asked for it afaik).

ah, I misunderstood, I understood as adding more guides for frontend bundlers
