feat: use starlight-typedoc plugin

currently using 'autogenerated' option, ~could test with the default plugin sidebar object~ need to experiment

this is intended to replace our current js-api-generator for something that needs less maintenance and also more accurate and better to use while keeping the js-api reference inside the docs/same ui.
